Do You Know  Why Union Leaders Have Resorted to Protests Day on 21st May and Planning Two Days Strike in July, 2012 ?

UFBU has called strike and protest day primarily against unilateral directions on human resource issues. Hitherto union leaders where working in nexus with each other. They were working together to reject good officers and select bad officers in Promotion processes by resorting the tools of Interview where members of Interview panel could award 0 to 25 marks without looking into any reality of staff appearing for promotion. If union leaderrecommended top bosses for promotion of any officer he could get 25 marks in Interview and on the contrary any officer was to be rejected, the number given in Interview used to be below 5. After all what is the record of Interview?

Normally no questions are asked when an officer is to be promoted and when officer has support of some prominent union leaders or some top bank officials. On the other hand if a meritorious officer (who is not flatterer) has to be rejected in promotion process, members of Interview panel will be unanimous in asking toughest and irrelevant questions.

After all there is nothing to be judged about an officer in Interview appearing for promotion because he has already worked in the bank for five to 35 years. Ability and capability of an officer cannot be judged in 2 to 3 minutes of interview when the management could not judge him performance of several years.

During last six months or so , Ministry of Finance have issued some guidelines to bring about certain improvement in quality of bank officers, to give value to actual performers, to minimize misuse of powers by top officials, to stop whimsical transfers ,to make promotion policy more transparent and effective  and for strengthening recovery process to bring down NPA and for improving  profitability.

It is a matter of pleasure that Element of transparency and value to good performers have been given some importance through guidelines issued during last six months from Ministry of Finance. Though it is a drop of Amrit in the ocean of Poison.

Though guidelines on Human resource issues dictated by MOF are not absolutely perfect, ideal and justified, MOF has at least thought and awakened from deep slumber for bringing about reformation in bank HRD policies which were hitherto totally whimsical and arbitrary and giving large scope for manipulation and fraud with good performers .
It is pity that the union leaders who were supposed to protect the interest of working class started exploiting working class by using the powers of top bank officials . I salute to officials of MOF that they have started playing the role which union leaders were to play.

Unfortunately union leaders during the course of time became puppet in the hands of top corrupt officials and started selling transfers and promotions .Now their self interest has been adversely affected to some extent by new dictate of MOF on HR issues. This is why they have been provoked by top ranked officials to resort to strike and protest the government intervention on HR issues.
I am unable to understand why union leaders are so much perturbed when MOF is trying to make polices transparent and justifiable.I am unable to visualize how mountain has fallen on so called union leaders by  issuance of a few guideline by MOF on HR issues who are after all owner of Public sector banks.


I would like to request so called protectors and so called union leaders  to specify issues which are against the common interest of bank employees and which have forced them to call for Protest Day or for Strike.

MOF has dictated that all transfers and promotions should be completed by the end of June so that family of officer is not disturbed and education of children of staff is not adversely affected. MOF has said that whimsical transfer of officer from one corner to other after June should be approved by Board of Directors so that any officer is not whimsically transferred to remote places by corrupt bosses on the plea of exigencies of work.

If bank feel that any officer is really of huge importance the transfer decision may be approved by Board. Hitherto union leaders used to recommend transfer of an officer from one corner to other only because officers were not blind supporter of union leaders and the officer was not earning bribe to share with bosses.


Union Leaders never resorted to strike or protest when good performers but probable whistle blowers were transferred by corrupt bosses from a place to most critical place. This is because top officers of management always used to accomplish their evil task taking union leaders into confidence.

Union leaders never protested unjustified transfer of an officer to critical place, unjustified rejection of an officer in promotion process and unjustified promotion to corrupt officers who were flatterer to union leaders and top bosses.

They never protested when bank management resorted to violation of transfer policies framed by them to punish an officer who did not blindly sanction a loan proposal to please his boss.

They never protested when corrupt officers after taking huge money in bribe sanction huge loan and added to volume of bad assets.

They never raised questions when due to corrupt officers, bad assets increased, profit came down and as a result wage revision was much below the expectation and much below the wage structure prevailing in other central government offices.

Union leaders should therefore make it clear why they are so much unhappy on certain changes on HR issues suggested by MOF and what better suggestion they like to put forward in the common interest of working class.
At the same MOF should try to ascertain whether the union leaders are supported by officers’ class blindly or on merit basis. Bank employees are like sheep and they follow blindly what their leaders dictate to maintain unity.

Is such blind unity beneficial for the bank, for workers and for the country?

Unity should not be used to create terror and should not be used to carry out terror attack as Naxal and foreign based terrorists are from time to time doing to prove the world that they are super power.

Union leaders, Bank management and MOF should all try to collect the opinion of ground level workers and they decide the best course of action on HR issues.

I urge all bank employees to ponder over the dictates of union leaders and that of MOF and then decide who is wrong and what is better in their common interest. They must stop using strike as a tool to shut the mouth of those who are trying to stop malpractices prevailing in banks and who are making some efforts to make the policies more honest, effective and transparent. Delegation of powers to Indian more often than not results in misuse of power.

Mere issuance of circulars that officer will not build illegal and undesirable pressure on members of Interview Board or recruitment board is not going to serve any purpose. Mere hanging of banners like “Vigilance Observance Week” or that of “Customer Service Day” or ‘Honesty is our tool to grow” etc are not going to stop corrupt practices. By merely hanging of banners of giant size hoarding painted like “Mera Desh Mahan” “India is shining” “ We protest Corruption” or “ We Pledge to work honestly “ etc cannot serve the real purpose. There is a circular in almost all banks that those who build pressure on Interview panel for promotion will be sternly punished, but in face none in the past has been punished on this ground. Rapist or user of source or God father for easy solution to any problem or for easy rise never leaves behind any proof. This is why real guilty involved in corrupt practice or rape is seldom punished, and even if punished it is geneally after lapse of decades by which time guily is already dead..

Until stern actions are taken against really corrupt officers, government cannot send good message to field functionaries.

What they preach they have to practice in toto. Policies, circulars, laws, rules all are framed keeping in ideals but unfortunately they are seldom adhered to honestly by all. A few corrupt officers vitiate the entire environment and help in growing of bad culture.

A bad mango can spoil hundred good mangoes kept in a basket but hundred good mangoes cannot convert a bad into good.

Strike is weapon given to all in democratic system to demand justice and to protest injustice. If it is used for bad purpose it can spoil the future of not only bank or the country but the very future of Democracy

Misuse of Cooperative Banks

Reserve Bank orders dissolution of Board of Maharashtra Cooperative Bank because of growing sickness in the Bank. It is found that more than 30% of advances made by the bank are bad and not recoverable.

It is not astonishing for me that more than 31% of total advances of the cooperative bank closed in Maharashtra state headed by Mr. Ajit Pawar is Non Performing Assets. In fact same is the pathetic position of almost all cooperative banks and 25% of branches of nationalized banks.

In fact bank officials are consistently doing lending job based on the quantum of bribe they get and not on the basis of merit.

Secondly government has vitiated the banking culture by introducing waiver culture and compromise culture.

Thirdly none of the legal step available in the hands of bankers is so effective which can have demonstrative effect on defaulters of the bank.

In such position health of the bank will continue to move from bad to worse and officials of RBI inspecting officials, officers of Ministry of finance, CBI officials, officials of vigilance department, Chartered Accountants and all regulating officials will continue to certify wrong doings by taking their due share in cash or in kind in bribe led lending done by bank officials specially top ranked officials.



Politicians of our country have been consistently using cooperative banks and public sector banks to empower their political workers, their kith and kin, their friends and relatives and to strengthen their vote bank. Unfortunately RBI officials and Inspecting officials like Chartered Accountants of the country are certifying all loots by taking their share in bribe led lending or unhealthy lending done by officials of various banks to earn illegal wealth.RBI and Ministry of Finance are taking their share from Heads of PS banks and allowing the irregular practices, bad lending, concealment of bad assets etc so that their misdeeds are not exposed before their retirement and they are not punished. Even vigilance officers and CBI officials get their share in bribe money to close the files of corrupt officials.



Only corrupt officers are selected in promotion processes by team of Interview panels to protect team of corrupt officials. Good and honest officers who may be probable whistle blowers are rejected in promotion processes year after year and posted at critical remote places. This is why and this is how all corrupt officers are exonerated by team of inspecting officials and vigilance officers .Corrupt Heads support corrupt subordinates. As such rising trend in NPA in banks or bribe led lending is not a surprising phenomenon.



Harshad Mehta the great cheater in share market got success in motivating CMD, GMs and DGM of the various banks by extending them costly gifts and cash and it was he who could cause loss to various banks in hundreds of crores of rupees. Government of India could not learn lesson from this event. They could not assess and visualize the level and dimension of corruption prevailing in the banks when top ranked officers are indulged in earning money through illegal ways.



Madhu Koda and Mr. A Raja could get success in causing thousands and lacs of crores of rupees to the government only because top ranked bankers and top ranked administrative officers in government departments supported them. Other junior clerks do not have guts in the present system to raise voice against corrupt officers or become whistle blower in fear of repercussions. Malicious role of bank officials cannot be denied in Ketan Parikh scam, UTI scam or even in 2G or CWG scam. But none of regulating agencies is interested to take against the erring top officials and modify the system. Lacs of cases are therefore pending in various Lower courts, district courts, High courts ,various tribunals and Supreme court.



Indian bank, Global Trust Bank , many private banks ,many regional rural banks and at least one hundred cooperative banks were caught in unhealthy lending leading to huge capital loss and even merger of such bank or closure of such banks.RBI and Ministry of Finance could not understand how much deep rooted is the disease of cancerous corruption in the bank. When top ranked officers are corrupt they cannot allow honest officers to hold creamy posts.



In the recent past Central Bureau of Investigation caught eight top ranked officers including CEO of financial Institutes involved in bribe led lending, but RBI officials could not visualize that when top of any financial institute are so much corrupt, there must be a team of corrupt officers down the level who blindly supported CMD or ED or GM of that bank.



Survival of fittest is no more hold good in modern era. Now survival is possible only for those who know the art of flattery and art of bribery.



Historic LIC housing Finance scam did not open the eyes of regulator of financial institutes only because top ranked officers and minister get money in selection of ED and CMD of PSU banks and in turn CMD of financial institutes get money for giving promotion to officers working under him. In such dirty and corrupt atmosphere officers at lower level have to earn money through illegal sources either in lending or in contractual works and share the same with his bosses to get quick promotion and choice posting superseding many seniors. It is open secret that these corrupt top ranked officers do not leave any clue of corrupt dealings and they do not allow bribe lending leaving behind an documentary evidence. These corrupt officers do not declare such bad advances as Non Performing Assets as long as adequate safety measures are taken to safeguard the actual lender. They are able to manage even vigilance officers and CBI officers to get rid of them.



These clever top officers resort to telephonic pressure on field functionaries and in case of exposure of their evil work they trap other junior officers and sacrifice them on the altar of honesty and discipline.



All this is possible only when top ranked officers get huge discretionary powers to select officers, promote officers and transfer reluctant honest officers as per his whims and fancies.



This is possible only because courts are unable to deliver judgments even in two or three decades.



The reign of injustice and climate of corruption grows and grows only because judiciary is beyond the reach of common men, only because justice is too much costly and only because there is shortage of good advocates and honest judges who are devoted and sincere in their job .There are plenty of lawyers who allows the case to die a natural death in a decade or two until the main culprit top officers is retired from his service safely.



This is why thousands of cases filed against corrupt bank officials are languishing in the offices of CVC, vigilance offices, CBI, Ministry of Finance or Banking Division without any punitive action against erring officials.



This is not astonishing to anyone in the country that one lac crores of bank finance is unrecoverable and treated as bad assets by banks and more than three lacs crores of bank’s lending is though bad but not declared to save the image of the bank, to keep the share value up and to boost up the morale of credit officers but in fact bad assets are not declared as Non Performing Assets mostly to save the corrupt officers. Even courts are unable to recover the money from willful defaulters. So many fast track court also failed to achieve the goal of recovery because corruption is rampant in all offices.

People of India have written to all offices including that of you. But none of officers or ministers is so much concerned about rampant corruption. Politicians preach sermons to others make policy for execution and promise to stop corruption but always fail. They themselves are either corrupt or occupied top post through corrupt ways and hence they think it wise to remain as silent spectator.

This is why people of India are more or less united to support movement launched by Anna Hazare and his team against corruption.

Non Performing Assets in Banks

When CMD, ED and most of General Managers and Dy GMs are corrupt, every manipulation to project bank's false image is possible. Such bad officials who hold the unrestricted and unregulated powers on lending can conceal bad accounts in several ways, they can write off or compromise with defaulting borrowers at the cost of bank’s health, or give fresh advance to stop bad accounts slipping into NPA category and what not.

When top officials are corrupt they promote corrupt juniors, post corrupt auditors, and corrupt vigilance officers to make inquiry into charges of bribery and close the chapter related to flatterers. They try to protect their subordinates who indulged in bribe led lending and who honestly share the ill earned money with their bosses. They not only protect corrupt juniors but also ensure out of turn promotion to such corrupt juniors.

Bulk financing helps in reducing Net NPA and Gross NPA ratio of a bank. But actual quantum of bad loans is increasing rapidly primarily due to bribe led lending culture prevalent in public sector banks.

To add fuel to fire bad loans worth lacs of crores of rupees have been concealed by management of bank on some plea or the other. Even RBI cleverly helps such bad officers to boost up bank’s image and to tell a success story to Ministry.

Besides RBI officials are also manipulated by extending gifts in cash or in kind. Intrinsic value of all Public sector bank is facing erosion, quantum of NPA is rising year after year and on the contrary officers who sanctioned directly or indirectly loans after taking bribe are allowed safe retirement by making a few junior officers who sign on papers as scapegoat for all evil works done by top officials through phone and verbal instructions.

It is not astonishing that advances in crores sanctioned by corrupt executives become bad in a year or two and even then controlling officials sitting at top posts close their eyes and ears because they are beneficiary of bribe which a Branch Manager receives on sanction of a credit line.

Auditors and Chartered Accountants are easily managed by offering precious gifts and by extending red carpet welcome to team of auditors so that they can treat such bad loans as standard and save corrupt officials from punitive action.

Even after large scale manipulation done by bank officials in collusion with top officials, committing fraud with CBS system and even after frequent rephasement, rescheduling and restructuring of bad advances, public sector banks have added thousands of crores of rupees in the financial year ended 31st March 2011.

Much more NPA is to be added in forthcoming quarters in 2011-12.Profit is artificially shown rising by clever team of top officials but actual profitability of banks is going down year after year due to continuous rise in NPA.

It is worthwhile to mention here that these banks did not make adequate provision for Pension and gratuity payment to prevent banks slipping into red.



Total amount of NPA in banks is rising year after years and our Finance Minister have expressed concern for the same several times but the corrective action has not been taken at field level because they are also beneficiaries of bribe culture.

Real health of bank can improve only when CBI officials honestly assess the assets of top officials and punish them to demonstrate that evil doers are not spared. Unfortunately even CBI officials become victim of bribe and corrupt system.

This is why health of government controlled banks in general is growing weakness and there is no doubt that sooner or later they have to face either closer or merger with strong bank as usually happened in the past.

Only appropriate punishment to top ranked official working or retired who promoted bad culture in banks can help curing the cancer of corruption rampant in banks

Position of SBI will worsen if true picture of bad assets is exposed by CBI or AG office honestly. I have written several letters during last three years in this regard but government has turned deaf ears and blind eyes to all public comments because all top officials are birds of same feather. Every corrupt officer tries to protect and safeguard other corrupt officers.



SBI share was an attraction for investors in stock market and best choice for investment experts. But false image does not last long. Financial result has exposed partially the bad shape and critically ill health of SBI in particular and public sector banks in general. Position of other nationalized banks and state run cooperative banks is much more dangerous.



Ministers are also beneficiaries of bank lending directly or indirectly . Parliamentarians use and enjoy public sector banks to extend various loans facilities to their friends, relatives and party supporters.They misuse their powers to extend various relief to loan defaulters who are their own kith and kin. IN this way misdeeds of corrupt bankers specially that of CMD, Ed, GMs and DGMs is also shielded by ministers.



Everyone knows that judiciary is defunct in India and hence judiciary is comfortably used to perpetuate reign of injustice and reign of loot. Powers delegated to these top officials to pick and choose officers as per their whims and that too in the name of merit is used to promote corrupt culture and give award to corrupt subordinates. It is therefore difficult to imagine of any reformation until policy of Human Resource Development is truly framed and executed for real development of human resources.

The incident of General Manager Indian Bank suspension for an accidental mistake in flattery is not uncommon in banking industry. Every day numerous officers in banking industry are transferred to remote and critical place only because he or she did not flatter well to his or her boss. Not only this, officers who fail to satisfy their bosses by gifts and unrestricted flattery are rejected in promotion processes. Whimsical transfer and arbitrary promotion superseding several senior and experienced officers is the well accepted tradition in public sector banks.



Performance in bank is of no significance if one is not well versed in the art of flattery. This is one of the main reason why quality of lending is deteriorating in government banks and officers willfully avoid monitoring of bad assets and prefer to do what is warranted to keep the boss and his family happy and prosperous. .Practically officers who have expertise in keeping boss happy can survive with dignity and hence honest performers are sidelined in promotion processes and posting.



Case of Indian Bank GM is not an isolated one. Numerous cases o f humiliation to subordinate officers occurs in banks when sweet will of boss is not fulfilled. Injustice in transfer and promotion meted out to juniors are numerous but unnoticed. Undoubtedly such cases of humiliating behavior by top ranked officers promote flattery and bribery culture and ultimately strike at the root of the health of the bank.



There is however none to take of such excesses as happened with Indian Bank GM who had to suffer erosion in his public image for none of his fault. After all he had gone to receive CMD at the airport with good intention. He never believed that for a petty mistake he will be suspended by arrogant CMD.

It has been reported several times to RBI, Banking Division, IBA, Finance Minister, Prime Minister in particular and Government of India in general that chief of public sector banks are not making adequate provisions for pension and gratuity payable to their retiring and retired employees .There are instances when management of some banks have not even contributed and deposited their contribution equivalent to PF contribution recovered from their employees , either PF optees or for Pension optees. Unfortunately government and all responsible authorities have thought it fit to turn blind their blind eyes and deaf ears towards all factual reporting made by expert and true bankers. Even bad assets are certified as good assets in collusion with team of Chartered Accountants and the RBI officials think it wise to remain silent spectator..



It is ironical that whenever poor health of any bank is exposed, misdeeds of top ranked officers are exposed , lack of monitoring and non fixing of staff accountability come to picture the stalwarts of banks put the onus of ill health of bank on global recession, inflation, or rise in interest rate. They never try to accept the real reason of malady rampant in banking industry. Culture of flattery and bribery, practice of pick and choose policy in promotion and posting are the root causes of growing sickness in public sector banks. Incompetent and inefficient judiciary add fuel to fire ,fail to protect the respect and dignity of good and devoted officers and ultimately fail to prevent corrupt officers getting elevation year after year even though they are the master of corruption.



This is why the accumulated burden of bad assets hidden below the face of balance sheet has ballooned to uncontrollable position and now getting punctured in gradual way. Due to vested interest of top ranked official and corrupt chief of various banks health of banks has suffered continuous erosion. It is worthwhile to mention here that when chief of SBI got retired in the recent past ,the misdeeds of that bank have came out to some extent through their annual result. If loans upto Rs.50.00 lacs are also classified as per RBI norms honestly and through CBS system there is no doubt that SBI will face sharp erosion in share value and face critical capital crisis .Similarly when chief of other banks who committed large scale fraud with the system are revealed only when they get retirement or they are transferred to other banks



In the same way bribe led lending done by corrupt top officials by giving verbal and telephonic advice to field functionaries is not declared bad assets even if the same is bad as long as the concerned top ranked officer of that bank is given a safe exit or some junior rank officers are made scapegoat or related the files are closed. Manipulation in Balance Sheet and concealment of cancerous disease in the banking system cannot protect banks from probable eruption of crisis in near future.

RBI has advised all banks including private and foreign banks to set up vigilance wing in their administrative offices to check malpractices, fraud, bad lending, bribe led lending, kickback oriented contractual work, inflated purchases of stationeries, bribe based recruitment, bribe based promotion, bribe based transfers etc.



But what will happen when the vigilance officers themselves are not honest and are the most corrupt and looters? It is worthwhile to mention there that all public sector banks already have the provision of vigilance wing since long. Unfortunately none of top executives have been punished as long as there is media uproar or there is mass upsurge against the corrupt officers. Hundreds of files of corruption related to top officials have been closed by taking bribe by vigilance officers. If CBI or any authority try to open even closed files, I think it will open Pandora’s box in banking industry which is full of worms and snakes.



As such, corrupt vigilance offices are of no use because they can ignore the inquiry after receipt of bribe from corrupt officer against whom charges of corruption is leveled by inspecting officials or whistle blowers. Bank officers can be tortured by transferring his services to most critical and remote places whereas on the contrary the most inefficient and the most corrupt officer can be awarded by giving him cream posting and out of turn promotion. Bad officers are in this way protected and good officers are made scapegoat



Appraisal system and Interview system in banking industry for promotions is misused by top ranked officials and this is the root cause that proportion of Non Performing assets has been increasing quarter after quarter, cases of fraud, bribe led lending , bribe led write off of loans of willful defaulters, commission based purchase of ATM and other costly materials, bribe based inferior construction work has been increasing and increasing inspite of so called preventive steps said to have been taken by regulating agencies .



And ultimately health of banks in public sector has been deteriorating year after year even though the clever executives of every bank try to manipulate data in the balance sheet to their best possible extent in collusion with team of Chartered Accountants.
